What i got from that wasn't necessarily a weapon to attack with, but use it sparingly in certain places that may change the structure of the map like powering up a bridge or destroying a sight line (avalanche/rock slide) etc. ?...

He's talking about area of damage effects from say a grenade, a weapon or even a super ability. Fists of havok can leave an area of damage that would restrict a player from going through a door unless they wanted to get hurt. Same with the Ghost gun, if there are 2 doors and you want a player to come through the right door, you'll shoot the left and leave an area of damage effect. Same with the Nova bomb, you can upgrade the Novabomb to leave an area of damage effect. Imagine throwing a power drain down a hallway, no one is going to go through that, it restricts and influences the flow of traffic on the battlefield.
