Dead Rising 3 to run at 720p at 30 FPS locked

http://www.ign.com/articles/2013/11/07/why-is-dead-rising-3-running-in-720p-and-at-30-frames-per-second?utm_campaign=fbposts&utm_source=facebook
Capcom Vancouver's Xbox One launch game Dead Rising 3 runs a native resolution of 720p. "We are 720p, upscaled to 1080p," executive producer Josh Bridge told IGN, "and we run at a 30 frames per-second lock." "We have to be locked because it's about the feel of combat. You've got to have that predictability of button presses." If the frame rate goes any lower, the way a game responds to your input slows.
They're reasoning makes no sense at all. I love how they address the whole thing with lower FPS, but never even touch on higher FPS. So what's going to happen when you're FPS isn't locked and running higher than 30 FPS? Do tell Crapcom, because I would LOVE to hear why you think it would be a bad thing.

 • I think they mean that if it was fluid, it would sometimes be higher, but reactions times would wary. If a game can't run with a stable frame rate, locking it to a lower one is best. If it sometimes ran at 45, and sometimes at 30, then it would be much more noticeable when it dropped. If it runs at a fixed frame rate, the brain gets used to that frame rate and think it looks natural. If it changes all the time, it does doesn't.
