I feel like if it were based on your suggestion the entire trending tab would be nothing but shit troll threads.

Which is the other half of the problem. Offtopic basically controls the front page because of the sheer volume of posts, almost all of which have terrible substance. Something would have to be done to regulate it, perhaps putting the best 5 topics of each forum into "Trending" at a time.
