I think it's just a commercial. If parents in general are actually that stupid, well then, I think making a license to have a kid mandated wouldn't be such a bad idea.

I'm sure there's more out there just like it, they wouldn't keep spewing these commercials out and getting parents to believe that's the case if people didn't keep believing it. The link above is for a similar commercial, couldn't find the one I saw, but the best part about the one I saw, is that she doesn't want her kid to get hooked on television, but then teaches him how to use a computer to learn...
