In response to the masters idea they could also be NPC's which you pay to teach you the ability or they teach you in return for a favor (nothing sexual), that way you can still learn without dropping tons of money on this one NPC and the better the ability the higher the cost or harder the mission.

And if that particular guardian didn't have the money or couldn't afford to lose that much there's still a second option.
