When the lid is closed the pressure will be standard atmospheric. The steam released would be replaced with air so the pressure would remain constant, it doesn't just go out and leave nothing behind. Then since more gas my come off once its closed the pressure would probably increase. The boiling point of the water would end up increasing and then the rate of boiling would be really hard to work out because that would affect the rate of pressure change which in turn affects the boiling point.

Yep. If you take the normal boiling point equation and shift the value of P (i.e. increase pressure while keeping temperature the same) the boiling point will change.

I disagree Yes I disagree because there will not be time for air to move in when the water if flowing out from an area of higher pressure to an area of lower pressure via diffusion and then close the lid and it had less water vapour in it than before so therefore there is less pressure.

The OP says it's open until it starts boiling so when it starts boiling it's at standard atmospheric pressure.
