But the kettle is sealed so the pressure would start to increase as the temperture inscreases because pressure is directly proportional to temperature because pressure is the amount of force acting per unit area. Therefore as you increase the temperature the thermal energy would increase and the energy gets absorbed by the steam molecules. The increased energy is released in the form of kinetic energy. As the kinetic energy increases, the root mean square speed increases. As the root mean square speed increases then the average momentum change per molecule increases. This means the change of momentum per unit time increases. Therefore the rate of change of momentum increases and therfore the average force increases. Therefore the average force per unit area increases and therefore pressure will also increase.

Why wouldn't it? The water is still at its boiling point, so it would still boil.

Yes, but "new" steam is not being continually fed into the system. The water will boil, steam will condense on the sides, roll back down, and do it over again.
