So this road is wide like an interstate highway? And it's empty? There's multiple highways in my state with a speed limit of 70. These highways also have constant traffic. So if it's deemed safe for me to go 70 on a highway with traffic then is it irresponsible for me to go 70 on a highway with no traffic? The answer to your question is context dependent.

  • OP has to define speeding. Because running 70mph in a 60 is something even soccer moms will do. I answered this topic assuming 100mph or over.

  • Good point, I never mentioned the actual speed. Yes, for argument's sake we'll say you're doing 100mph on a 60mph road.

  • Imagine it's a relatively flat country road, running through unused farmland. The road is a typical two-lane setup, with a lane for oncoming and a lane for you. In that respect, yes I can see how doing 70 is far safer than on the motorway, or even 80 when you consider most people actually go that fast here in the UK anyway.
