No kidding. They put rocket fuel plants, like PEPCON, out in the middle of bum-blam!-nowhere just for cases such as this. Why they situated a school, hospital, and subdivision anywhere near a factory where explosive materials are made blows my mind, no pun intended.

People need to commute to the plant, and the majority of them will be blue collar low income so they have to live nearby. Them living near the plant leads to businesses starting up, and then their kids need a school, etc.

Besides a residential area for plant workers away from the plant will still lead to new businesses to serve the area - just not at direct risk of being blown up * British person's dig at how cheap your stuff is
