Are you using mobile or desktop? I find that I also have this issue when I am posting from mobile so I found the best choice is to go to the desktop version of youtube and copy/paste from that url.
If you are using desktop I noticed that the end of your url isn't hyperlinked, so that may be an issue. I wish I was more tech savy when it comes to urls and stuff like that but I am not.

I'm using my laptop so that isn't the issue. But I did notice that the portion of the link that links to the time I want the youtube video to start playing at is unhyperlinked. That must be the issue? That you can't link to specific points in a youtube video? But that wouldn't make sense.

I'm not to sure to be honest. Try just linking the video at the start and see if that works. I'm sorry I couldn't help you, I'm sure someone has to know the answer.
