I've heard that we control who gets a ban by how many mutes they get. Well what if someone is just not interested in the threads the person makes which would mean the person is not breaking any rules..

It's mutes with a reason other than "meh" that can potentially result in a ban. If someone makes a personal "meh" mute, it's just that, they've muted a member. If people make mutes/hides/reports with a reason (from the pulldown), those are reviewed for accuracy and if they are accurate THEN the member gets a ban. TLDR: Don't break rules, you won't get banned. If you're worried about people muting you, you're worried about something that you have no control over, and need to relax.

Someone who is just not interested will click away from the thread. Besides, it's like an advanced version of a report, but for their account instead of individual posts that also blocks their activity from you. People could report on Bungie.Old and it would call Ninjas to ban them, I don't see what the issue was.
