Black Ops 2 >>>> Halo 4
In terms of everything but maybe campaign...how can trolls still think that cod isn't balanced? It's been very accurate with killcams unlike halo 4 and the hit detection is the best I've ever seen cod on a launch. Also, zombies is pretty cool, but overall it's the multiplayer people care about.
Halo took all the gimmics of shadowrun and cod and put them on steroids. Black Ops 2 actually balanced things and allow you more freedom. The guns feel great, the graphics are great, the sounds great. Halo RIP

They extremely different games with different playstyles, and good god are the Modern Warfare games a murder fest. You have to use Cold Blooded Pro or else perish instantly upon spawning. At least with Black Ops and WAW, you didn't need to run with the stealth class. While useful, it wasn't necessary. Not to mention that Treyarch nixed all the possible noobing. People may -blam!- about it, but moving shotguns to a primary slot and removing the ability to replenish grenade launchers was a smart move.
