I don't know why people view him as this amazing badass; in [i]Halo 2[/i], he stops Fleet Admiral Harper from engaging Regret's fleet, allowing them to board and plant bombs on the Orbital Stations. Furthermore, if it hadn't been for Miranda's insistance he would have prevented her chasing after Regret. In [i]Halo 3[/i], his strike on Truth's keyship is a pathetic failure. Then he opposes the motion to go through the Portal to the Ark, and stays at Earth - he doesn't hinder the Gravemind's passing through the Portal, and doesn't send reinforcements through later, after it becomes clear Earth isn't under threat. He's incompetent, and it doesn't surprise me in the least that he's only a puppet of Parangosky.
