Nukes give off an EMP effect not to mention if enough of them are used it can affect the climate. You also have to consider irradiated sites which would kill off populations and force relocation. Pretty much all the smart brutes died in the war and the ones few that lived couldn't pass on their knowledge on a large scale. I don't even know how a laptop works but i use one near daily, meaning the average person doesn't understand the technology at hand even though they use it. See me in the welding department tho.
