I just started a playthrough on Master difficulty and i noticed i am running out of arrows much faster then i have on playthroughs in the past.I have a sneaking feeling this will trouble me for a long time and i was wondering if anyone had some tips to conserve and keep more of my arrows so the trips to the blacksmith are not QUITE as ruinous.
Any advice?

Well it's easy. Get a -blam!- shield and get right up in their face with dat shield and -blam!- em up real good ah yeeeeeeeh. Arrows are for -blam!-.

Use iron arrows. They're cheap, so if you have under 200 when you're in town, just go and buy what they have at the blacksmith. You can get infinite steel arrows from the targets the guards are shooting at in solitude.

If I remember right, one of the Draugr Ruins you can explore (The one with the Dragon worshipper ghosts) can net you a few hundred to a thousand arrows

Op should learn the spell 'Bound Bow' Thus ending the need to ever scavenge arrows.

OP, do the civilwar questline and pick up the exploding arrows. I think all you have to do is get hit by them, and they deal almost no damage... I think, it's been too long since I last read it up.

just do the reverse pickpocket on the archers at castle dour in solitude, all you need is one arrow of your choosing, and you essentially get infinite arrows
