As from the halo universe in general the human worlds all seem to be littered with forerunner relics which point to other human worlds, but somewhere down the line forerunners overlooked humanities greed or netherending hunger should that led to so many wars and thus slowed progress time after time and were not aware of forerunner technology 'officially' on first contact with the covenant. And thus there greater plan for humanity failed in the end, it was luck that 'saved' them.
