Whisper 7th Oracle Not Appearing

I completed all quests attached to Whisper Of The Worm. Oracular Seeker triumph says I have oracles 1 through 6. Yet the the 7th oracle does not appear, and I am unable to obtain White Nail IV, even though I have completed that quest. I have gone through to each Oracle spot to make sure I have gotten each one, and the only one missing is 7. Which does not appear. What am I missing?

Bungie are aware, unfortunately for now you are stuck waiting for a fix as no workaround has been found
