Warlord’s Ruin

I have been trying to get Buried Bloodline and someone told me I had to complete “In the Shadow of the Mountain” to get it. I don’t have a drop rate boost. Do I need to complete that quest or have a drop rate boost to get Buried Bloodline?

I got Buried Bloodline but haven't finished the quest yet, I think it has to do with the catalyst.
