True answer : because they didnt remember oxygen exists. The oxygen perk is so damn fun. Unlike hung jury "the better scout" reissued 3 times and used by nobody XD. Also oxygen would be better with random perks ^^

Hung jury is better than a scout known for a dragonfly on steroids lol Anyone who disagrees just sees the perk and goes "that MUST be better"

or anyone that disagrees used both guns a lot and forged hsi opinion i used hung jury a lot in vault of glass, since its firefly was highly effective against harpies for the day one (oxygen would have been better for this tough) and i spammed oxygen liek crazy in the reckoning, i remember killing waves after waves with this scout (i got 7k kills with it in a week end in there) for a scout, it has somethign hung jury doesnt really have : a great add clearing potential, since scouts have the lowest damage output in pve no doubt that with solars mods this season it would have been a BEAST...actually ill try it earlier in 1600 activities and the dragonfly on steroids is definitely better than what hung jury offers especially if it would have been reissued with random rolls like other brave weapons stats wise, tbh it doesnt matter at all in pve, and they have both similar stats anyways.
