Hello,
I have a problem with a quest to upgrade to level 6 guardian.
A quest called "sonar station reputation" requires me to increase my guardian rank with the season 21 merchant at CIMU. Problem: I can't interact with him unless I pay.
Is this normal or not?

If you dont own the content, you cant complete some of the guardian rank requirements. If you want to go all the way too 11, you have to own everything... literally everything.
