Aren't you limited to one a week?
I'm fairly certain in a TWAB they stated that you could only get one of them a week per account, not per character.

Just went back and read the twab. It said that after you complete the intro quest, you’ll be given another quest to complete, per character. It says “Play competitive Division, earn one roll a week per character.” So it is more than one a week. I completed the quest. No Rose.
