DLC/Expansions aren't cross platform. They have to be bought on each platform - blame platforms for wanting their cut of the sale, it works like that for basically every other game.

Thats a first party title. MS own minecraft, D2 is third party

bad example admittedly but there are others on there that aren't made by microsoft and still transfer dlcs between both microsoft store platforms, it's just dumb

Thats play anywhere titles (a large selection of those are first party or indie studios), but thats a separate deal between MS and Publishers. D2 was on game pass with all DLC prior to witch queen, that deal is over. Platforms want their cut of the sale (its also why Silver is platform specific). Would it be good if platforms combined so we could have cross-platform dlc? yes, is it likely? no

i'm aware that's how i played the dlcs originally, i just feel like it's stupid the same company selling it sells it separate on 2 platforms they own

You'll need to talk to Microsoft about that; Bungie can't really help you there. Bungie doesn't control the licenses for Windows Store or the Xbox.
