A character editor has been requested since Y1 of D1. A couple years ago it was mentioned that work was being done on the editor. Then nothing more was said. At this point do not expect an editor anytime soon.

I heard that its because of the games engine and something about if they allowed people to change the base of the guardians looks they have to change the game engine entirely cause the current one couldn't handle the added stuff and people constantly change a preexisting character that plus all the other stuff its running at the same time might make the game crash uncontrollably.

That is what I believe, too. Character changes have to work with cut scenes and other parts of the game. Developing the editor requires so much effort that Bungie stopped work on it.

Yeah I think I read something a while back that they stated they were going to update the engine to allow that kind of modification but instead choose to funnel that money back into the game in other ways. Like story and game mechanics but in all honest I think they just said that to get people to quit asking about it cause they have enough things to do without having to worry about minor cosmetic issues that could cost a ton to implement and could make the game into a buggy glitchy mess.
