Just posting to chime in like others that it's still happening today, in April 2021. In fact it just started for me today, with no changes made to any settings or my PC or monitor. Just like others, messing with graphics quality and V-sync didn't help.
It does make it really hard to play as I'm working on a headache after three IB matches.

just today i've been having severe stuttering and freezing issues, even while maintaining regular FPS (60-120). it started happening i think since the start of this season, but not with this frequency, to the point i can't even fire a bow without freezing hundreds of frames. worse when i use Shadebinder melee attack, the game bogs up completely

are you guys having the same problem of fps drops,severe stutters and high gpu usage cuz i am, been playing a year already but i never have any problems with performance but lately i cant even do much pvp and its only the game i have that kept having this issue
