What is your current hardware specification? If it is under D2's minimum requirement, Bungie won't be able to provide support as its power is under their targeted range.
You can check it here: https://help.bungie.net/hc/en-us/articles/360048721052-Destiny-2-on-PC-System-Requirements.
While we are talking about performance, try to reinstall your graphic card driver and reset both your graphic card's settings and D2's.

Done all of that, nothing works - plus theres this weird bug where the meshes are stretching everywhere which I don't think helps the frames much. I looked around but there seems to be no known fix that works for me. I THINK the graphics card is fine, Geforce GT 750M - the rest is ok. Compared to the GTX 660, the GT 750M is severely weaker in performance according to 3DMark. With a score of 464, it is lower than the GTX 660's score of 1320. Its specifications aren't impressive either compared to the minimum requirement. The screenshot provided seems to be sign of a graphic card error.
