It should be resolved as of the last hotfix, just not unlocked retroactively. We'll find out for sure come this next reset when a different boss than the Monstrosity is available.

I havnt paid close attention to how it works because it was bugged. So each week has 1 boss for that week?

Yeah, they rotate weekly.

So if the patch hit last week shouldnt there be 2 out of 3 completed? Or am i just dumb and not understanding something? 1 for last week and this week should be 2?

The patch was on the 7th, which was the beginning of this week.
