Power level drop

Is there a reason that my power level would be lower than any of my gear? I just loaded up my game today and see that my listed power level is 838 but all my gear is 957. Whats going on? Is this a bug or some sort of new mechanic? I have not gotten my seasons artifact yet.

did you have something equipped on the character that was blacked out like you shouldnt have been able to equip it in the first place? I had DLC act up a couple times and that happened and it dropped my light
