Silver, like DLCs, are bound to the platform where they're purchased. If you buy it on PC, you can only use it on PC. But, after you purchase an item with Silver, that item can be carried over with your characters. Another note with Silver, make sure that if you do purchase it, you're happy with your Cross Save setup. There's a 90-day lockout in which you won't be able to disable Cross Save after buying Silver.
