Console is easier to Homebrew but console legit has publishing methods of need to further check out. PC would be an easy make but harder to market with so many games being big hassles to over come. So marketing is the main issue with PC as looking into publisher rights on PSN/Live may be a hoop to jump through similar to IOS app store publishing having issues you have to jump through like so many features etc.
