Uh...bottom tree tether is the worst hands down.
At least with sharp shooter you can one shot supers if you headshot them and having the slightly faster regen on precision hits is useful to a degree.
I think as a skill tree its main focus is pve, much like well of radiance or bubble.
It's not entirely unusable especially since it's a good shut down super, but outlaw is pretty much just hold the firing button when a super is around and its dead.
There's not really much they can do to buff sharp shooter because it's design isn't suited for it.
Not to mention they more than likely won't be tweaking it much as it got a rework a while ago that made it go from crap to pretty good in pve.
A lot of people only ever talk about it with celestial night hawk, but it's still one of the strongest supers in the game without an exotic...actuall I think it IS the strongest damaging super without an exotic.

With the changes I suggested, I could actually be used to do damage or clear adds, and I would be in a much better place in PvP. It isn't s support super, so it should have a place in both. It's golden gun. But yeah. Botton tree tether is worse. Forgot about that one, probably because nobody uses it anywhere.

The changes you suggested aren't bad, but I don't see much real value in them. Combustion is a cool perk, but would you ever really use sharpshooter without celestial nighthawk, or over bottom tree for ad clear? Sharp shooter is just one of those supers that is specifically for one job, which is damage. Adding additional effects to benefit the ad clear potential is fine, but with 6 shooter as an option, or arcstrider as well...would you really start using it like you would in d1? Same thing with the overpenetration. It sounds useful, but most of the time you would probably never notice it or use it like that in the first place. My point is, is that with its limited number of rounds it can have there's not much they can realistically do to make it better, especially since the options you have for other roles are available as well. It having damage is pretty much the only reason it's even used at all and even with over penetration and combustion active, you won't see much value out of them, because it's pretty much celestial or nothing. It's in a pretty similar place to bubble. It has 1 job, but it pretty much can't be done without an exotic to actually make it useful. There needs to be a mechanic where it would get additional rounds in some shape or form to make it a more viable super besides for damage, because that's what's holding it back the most.

Now all the dregs next to them die from the explosion, making them explode. It's a chain of explosions like Sunshot, but better. That would be great for add clear while still being capable of taking down majors. This was a feature in D1. Keyhole plus combustion made GG incredible in PvE and PvP. More rounds wouldn't be bad though.
