Yes, happening to a lot of people. The fix is to play an additional game of crucible with the whole set equipped. You may also need to reset your Valor rank as well.

Well I played 6 matches after getting Legend rank progressed to Valor Overflow still didn’t get it. Then I reset my Valor and I still didn’t get it. So that’s bullshit.

It may be tied to earning Valor points after resetting Legend. Looking at your profile you have 0 points. Just a guess though.

There is no way I am going to make it to Legend status again in the time frame we have to complete it.
