So currently there is not open world PVP, only instanced PVP. So why not let people build a set of gear (PVP and PVE) that would equip when go into that game type. They would have the option to display their PVP or PVE profile in the social area as well. Gear could have stats added to reduce cool downs, increase ammo drop rates or amounts etc. according to what profile its used for. If you want to separate the PVP and PVE the only other way would be to make the profiles different so they have PVE buffs and PVP buffs. Adding it to the gear or even letting people choose what buff they want per gear slot would give more customization.
