I cannot find the reason Bungie doesn't support Cross Platform/Console Account Import/Transfer

I have someone I work with tell me about her unhappiness at why Rockstar allows for cross console change from X360 to PS4, though Bungie didn't/doesn't support the same. I wouldn't think it technically impossible to restrict exclusives/achievements that aren't possible for Xbox players because of Playstation exclusives. Just exclude/remove them during the transfer, and set some form of restrictions because they don't support cross platform play mostly due to what they say is technical limitations, but mostly would be the perceived notion that newer consoles have better hardware. It's the reason there isn't PC/Console play for most games because PC Hardware is leagues above console hardware. I look at it like the limitations of many Routers to throttle down the WiFi to the oldest/slowest 802.11B/G/N device, and that's why people have dual band Routers now. Another analogy is traffic on a road being restricted by the lead car, that's why slow traffic stays to the right in the USA, or there are passing opportunities with a broken center yellow line.     Just a few possible valid reasons: • They never planned for it and it's not a high priority, high impact service to provide, so they aren't making plans for it either. • Like with many other games, PlayStation may be refusing to support it. • PlayStation exclusive politics. Could be stipulated in the contract with PS, could be technically difficult to separate what exclusives people can/can't access if they cross platform families, syncing progress and console switch-backs would have too many problems, could break all kinds of account syncing to the website and companion app, or could have been decided as too much trouble and effort to bother for more than one reason. Its not so simple as just "don't copy exclusives over to Xbox". • Bungie didn't have enough time during D1 production to put in place all the necessary means to support cross-platform, so they took it off the table. • Just because something can be done by somebody else doesn't mean it's the same situation for another. Bungie's game engine is different, it's production schedule is different, its priorities are different, its developers are different, etc. No two games can be exactly alike in the ways people want them to be.
