Illusive man is the obvious choice though it makes you wonder why so many other races would come along as well.
Other than that, we don't really know any super wealthy individuals. Shadow broker maybe? Could be, even more likely if liara is the shadow broker at the time. Seems a bit far fetched though as I wouldn't consider the shadow broker to be even that wealthy.

I don't know if the timeline matches up for it to be Liara, though since she doesn't become the broker until Mass Effect 2 and the project was already started by then. And The Yahg that WAS the Shadow Broker doesn't fit either. I mean maybe it was him, but wouldn't he want the Yahg to go too?
