I have used every single one of these archetypes of weapons and after extensive research and playtime this is what I would do:
Slow rate of fire pulse rifles:
buff base stability and range
medium rate of fire pulse rifles:

Fast rate of fire pulse rifles:
Nerf base range and high call rounds should be a replacement for stability not to be added to stability perks.
Slow rate of fire auto rifles:
Buff base accuracy and range
medium rate of fire auto rifles:
buff damage and accuracy slightly
fast rate of fire auto rifles:

slow rate of fire scout rifles:
buff handling and stability
medium rate of fire scout rifles:

fast rate of fire scout rifles:
buff damage slightly
HC in general:
Take away bloom and make range damage dropoff more severe, this'll also make fast rate of fire HC better, because bloom is one of the main reasons that those aren't a good option right now.
