The fact is, Bungie gets massive exposure through streamers. Those streamers break BOTH Bungie and Activision ToS by offering flawless runs for money. So in turn, if Bungie won't enforce their own ToS, as well as their supporting company, why would they give a squirt if people Ddos other consoles?
If it has no effect on Bungies bottom line, no shits will be given.

not all streamers do it for money. Most of the ones I know do it for free based on a raffle system of viewers.
