It's an interesting thought. Atheon is far stronger for being in the vault, but he isn't swelled to the size of Oryx because he doesn't have a tribute system in place.
However it depends on timing. I believe Crota was sent to deal with humanity because he screwed up by letting the vex in. He's been here a while because he kills a bunch of early guardians. The vault of glass was on Venus already way before Crota showed up. So they don't really line up unless you use vex time travel.

I'm not sure, I'd have to do some re-reading and think about it to piece it all together, but I believe the timeline doesn't rule it out.

It would mean his finding and fighting humanity to kill the traveler ended up being purely coincidence as he fought the vex through history

Well just off the top of my head I don't think it's coincidence. I believe he was sent to deal with the Traveler as the "four-star general" of the Army, while Oryx, the "commander in chief" called the shots from somewhere else. Right. That's what I was referring to when I said Crota is sent to deal with humanity because he screwed up with the vex. Unfortunately we don't have a good sense of timeline for these things. I got the impression that him being cast out of the throne world is what caused him to end up in our solar system.

My theory about the Fanatics is a spin-off of the theory that the Vault of Glass is a simulation of a Hive Throne World, which I didn't come up with, but many have found to be entirely plausible. Unfortunately I don't know who originally came up with the theory or I'd link it as well.
