It works now, I just did it last week. You cannot equip the spectar gear while wearing the cloak or bond. Just buy the non spectar one from the vendor and your points will start counting.

Ohhhh - that might be the trick! My other equipped armor is also DO Spektar. I'll try JUST the Spektar cloak and see if it takes. Or I'll lose my mind and flip a table because I have to go buy a regular cloak (that I just dismantled!)
