If you're persistently getting these, it could be a hardware problem. Even though you've already done it, please try the following:
1. Delete all Destiny content;
2. Clear your console's cache;
3. Power down your console and unplug it for 30 seconds;
4. During that time, restart your router. If possible, please use an ethernet cable or even just move your console closer to the router;
5. Once the router is up and running, start up your console and reinstall only Destiny's base game;
6. If that works, please go ahead and install each DLC, one at a time.
If none of that works, then I'm sorry, but this does most likely indicate there's a hardware issue. You might want to try downloading The Taken King: Legendary Edition from the Xbox Store itself if you own all that content rather than trying from your Download History, but only if it allows that.

In that case, this is a hardware issue. You'll have to contact Xbox customer support or replace your console or hard drive.
