Open browser on ps3 and make speedtest.net.
That should do it.

Are you red bar in games? and how do you know you are getting damage referee? And that would be your ping to the PSN servers, but what is your upload and download?

Ok. So your pong can change from one sec to another. A speed test simply checks to that companies nearest hub. Ping in game while in connection with 11 other players can be completely different. I don't believe bungie is simply applying the damage referee to ping rate. That could be a portion of it, but there are many other factors involved. I did some tests to see if I can get the damage referee. I tried disabling port forwarding. Couldn't really log on. When I did for one game, I got DC about 3 min in. I tried using nat type 2 and that's where I found the damage referee. It took a couple games but when I finally found another player that was red bar (they were probably nat type 2 as well) I couldn't deal any damage to them whatsoever. I jumped into some classic 3v3 and although I don't believe that's cbmm, while a buddy and I were both nat type 2, we couldn't really deal much damage and were lagging all over the place. Here's the thing, our consoles were 2 miles away from eachother. From this simple test, in my opinion it's how your network is configured rather than ping rate. Didn't get to host any matches, there could be something to that as well. I will note that one match while in nat type 2 I came across a whole team of red bar. Either their host was nat 2 or all were. I did notice in that scenario that I would deal damage but everyone was laggy. Could be that the damage referee couldn't choose who was the problem player.
