This exact situation here is why I deleted all of my characters on two accounts. It's ridiculous. So many times I have put shots into people to have them take no damage at all but they have no issues damaging me. In my situation it was happening way before the damage referee was implemented and afterwards. I have a 150mbs hard wired connection too so there's no -blam!-ing way I should have had issues like this. Bungie can't fix it so I'm not playing anymore. Blackout300sbr2 is my other acct with deleted toons.
