Turning in bounties will help you level up quicker. In pvp, get super as well. If that person was running any xp boost. That will help.

No amount of bounties will get you from 8 to 40.

Even if you had an inventory full of the highest xp rewarding bounties and a focused light active you would still only get 8-10 levels max.
