That's the same ghost that you had to collect for the pocket infinity bounty. Don't know why it's still there unless it's to remind year one players.

I know I've gotten it before and everything because I have PI. But when my friend went here, he didn't see it.

I found another also beside the endless steps beside the door to the superzell strike

That door is for the Echo Chamber strike, and the ghost is a normal dead ghost for grimoire. I picked it up a long time ago near the release of Destiny, and one day I saw it there again. It's just a glitch.
