New Monarchy v. Dead Orbit v. Future War Cult
Which is the best and why. ( Not in terms of their armor rankings but in terms of each factions ideals for the city)

FWC can be in charge of building up and training a non-guardian military for the City, like a militia, raise outposts and military fortifications for the Guardians and New Monarchy can focus on fixing the internal strife that plagues the City so badly.
