Ranking up faction while in PvE does not yield a faction package.
This is the case for Dead Orbit, the only faction I'm allied with on all 3 characters, so don't know if the same problem exists with FWC or New Monarchy. Vanguard packages turn up as expected when ranking up in PvE by turning in bounties etc.
Ranking up Dead Orbit directly at the vendor does result in the package dropping correctly.
