He shows up during an event if you have the bounty, and sometimes without it in skywatch. He also shows when the enemy moves against each other.

Yeah he's around. He turned up the other week at the worst possible time when a Public Event & Wolves are Prowling event kicked off in Skywatch at the same time. Why can Bungie not space the events out? As I've seen numerous Wolves & Public events clash with each other on patrol. It's a PITA!

Thankfully, with the release of the taken king their will be no more wolves, as deej said: "Destiny is an ever changing place" or something to that effect. Making it easier for low levels to get around.
