Mark of Resolve - Titan Mark
I have been looking everywhere for the Mark of Resolve but I can't seem to find any information on it. Does it only decrypt before level 10?

It's similar to the cloak of perception for hunters. You can only obtain them by opening blue class item engrams at under level 10
