Fusion rifles didn't need a vigorous nerf, otherwise special weapons are fine.
Oh and shotgun fights are rarely all about the guns.
The players are far more significant.

Yeah fusions aren't meant for bad breath distance unless you get stuck in an "Oh no!" situation. That's the only place shotguns can cause damage, if it's 1v1 and he knows you're there you'll probably lose.
