You're right, it does sound pretty useless. How much damage could it possibly increase? Well the answer is: A LOT.

Cloud wannabes omnislashing around the place with an electric toothpick? Say hello to my MOTHER-blam!-ING O-KNEE-CHAN.
It gives your flying knee attack 300% increased damage. That's 600 damage in crucible! In comparison, the hp of anything in pvp is... Significantly less than that. Not only is it a melee attack, it's also an arc attack. Arc burn and brawler modifier on? Enjoy oneshotting that Hallowed Ogre. It'll deal more damage than Celestial Nighthawk. With solar burn.
Oh yea, did I mention that it also turns your knees into [url=http://i.imgur.com/pks4Rq6.jpg]lightsabers[/url] when shoulder charge is active? And most importantly, it changes colour with your shaders. Checkmate Warlock and Hunter peasants.

I ran around Iron Banner kicking everyone in the face. Defender Bubble Titan? Kick. Sunsinger? Kick. Bladedancer? Roundhouse mother-blam!-er. It was a stupid amount of fun. Still prefer my Helmet of Saint 14, but it's good to know I have options.

Ok, so: - RAM helmet is introduced. Titans complain that shoulder charge is no longer OHK. - Everybody says "Use Peregrine Greaves, stop whining". - Titans use Peregrine Greaves, people complain. Not to mention that not only do you have to sprint, and time the sprint right, but now you have to be in the air (vs. the RAM which is a 100% passive buff). Most of the scenarios above would require you to already be sprinting and in the air for it to actually work as a counter.

I really like those boots. Even in pve doing strikes you can 1 shot all majors without shields, as well as enemies with arc shields. They look badass, love the blades that appear when shoulder charge is active. And stat wise their straight intellect. They're underestimated imo.
