The first gun upgradeable
I think the first gun should be upgradeable to exotic like the husk of the pit. There isn't any modern day weapons and the first gun has a pretty cool design but you only use the gun for the first level then its gone forever. Hopefully I'm not the only one who thinks this.

I think all guns should be upgradable. Find a weapon with decent stats regardless if it's white/green/blue/purple. And with each upgrade after a certain point let it be up to RNG on what perks you get with it. I clearly understand the massive amount of flaws with this concept, but I've always thought that would be a neat idea.

My understanding is that your idea was the original plan until some of the higher-ups left Bungie and changed basically everything. One of them was the main story writer and another was the co-founder. Unfortunately stuff like this happens sometimes.
